Sometimes being a good coordinator and being a good head coach are two completely different things. Let Norvell get back to focusing solely on offense and QBs, where he made his name, and let Wilcox get back to running a defense, which has always been his natural fit. Take away everything that comes with running an entire program and just let both guys do what they do best.
